On a personal level, I would suggest moving those 250 points from Luck to Dex. It's responsible for a quarter of your overall accuracy, and Ranged weapons (like Frost Cannon) use Dex for saves.
Light might be a better no-drop element, as Eclipsed Dragonlord's Will is a more useful shield than Learning to Fly. With Gandolphin (and its sister shield Haunted DL Will), you can become semi-invincible.
Umazen Aspis shield gives +20 Paralysis Potence.
Doomquake Minions are currently on sale, so I would suggest taking the chance to pick them up. This gives you a powerful earth guest and frees up a weapon slot (Nightbane Clawstaff) for another utility weapon like Havarti Blade. As Necromancer armor offers a strong and useful ice guest, you can move Cryo Cannoneer to free a spell slot.
Gandolphin, as mentioned above, is rather useful against strong bosses, so I would suggest replacing Spectral Chains with it.
Unless you're going for a dodge build, Spotter Drake is a better wind pet, toggling between +50% damage and +10 Status Potence.
Finally, I would advise switching Samukematsuri Oni Mask for Rejuvenating Necklace.

Edit: You don't really need ice magic. With Frost Cannon and Frost Effigy you have a nice chance to Freeze the monster (setting it up for a D-Burst nuke), and against monsters with Boss Boost or Freedom you can elescramble via Prime Chaos Orb.
