Given that pets are only worth 40% melee, it has to pay all of the above to reach 128% melee (8.92 + 20 + 80 + conversion-to-status calcs). 2) The Once-Per-Battle effect is the MC, so no, in its current state the pet wouldn't be able to have another MC effect. Damage/Status MCs are worth 2% melee, a battle is expected to last 10 turns, so this brings it to 20% melee, which is consumed by the Windswept attack. On related note, I think that it would nice if the pet had a chance to inflict Windswept normally, and the MC (Once-Per-Battle effect) simply gave one-off super charged Windswept attack.

Nope, the damage for the 1st Skill comes almost entirely from the multiple-turn Fire Burn, the initial 4-hits do like 100 damage in total, reducing that to 70 damage and making it a Weapon-based Skill doesn't make it worse. The Fire Burn isn't affected by the FD status. The benefit of the skill being spell-type is that the EleComp can be used to increase the power of the burn. Currently, at lv150, the Burn's Power is getting ~x1.44657 multiplier from EleComp. For reference, this takes the Power: 5 Burn and makes it a Power: ~7.23285 Burn. This means that making the skill weapon-based would be objectively worse since it would negatively impact the core purpose of the skill: Inflicting powerful Burns.
