Bio: Dr. Voltabolt is a friend of Warlic, and apparently knows Falerin. He created the Z.A.R.D.I.S and the Cyberhen, and his children are Gallie and Frey.
Function: He knows much as about time travel, and uses the last of the time cords to help Warlic with his time-related troubles.
