    Analysis

    Does 75% damage 80% of the time, and 200% damage 20% of the time, for a total of 75%*.8 + 200%*.2 = 100% damage.

    Fire and Wind are poorly related, so *1.155 damage. But, the damage is split 60%Fire - 40%Wind (instead of the usual 50/50), so it gets 80% of the bonus, for *1.124 damage.
