The current plan is to make another Level 0 version with the same stats as above, but power:1.5. In the Sea Fiend quest, you fight the top twice (at the very beginning, and at the very end). The "very beginning" one will be a lower-tiered version, so that (e.g.) Lv100 characters fight the Lv80 version. We don't have a Level -20 version, so low-level characters will fight the power:1.5 version.

Also, sorry for using the word "version" too many times in that last paragraph. I hope that you haven't developed an aversion to "version" because of me.
