No clue about Headless Horseman personally, but I hear it's the best Fire character, deck-wise, since it has the most amount of Fireball cards. Plus you get a pony!
And as for Lei, I can say he's just as good of a Lightning character as Bill Assassin, which is the fastest energy charger in the game right now thanks to his many Energize cards. So idk if you have Bill, you may not want a Lei, but if not, you should definitely consider getting him.
Pumpkinlord is considered the most powerful Normal character, since it has all the Neutral's special cards, and only has 5-Attack cards. Downside is that it's very slow. It's a great PvP character since it can handle Ice characters (thank you Ironhide) reliably.
Thing is though, deck customization is coming out soon, and it could be that in a few weeks, you could turn any Normal character, like say Augustiner, into something similar. So it may not be worth the 10SG's right now, unless you just want him for his looks.
