Sorry, is "Potence" an increase in the Power of Bleeding effects or a penalty to monster's saves?

Does the Scarab set have any MSB/FSB like the "Legendary Treasures" set from Fujin? Also what penalty is the pet taking for the Bleed Potence effect? Or is the pet's MC alone enough to pay for the entire effect?

I would imagine that in that case since the pet never got the opportunity to attack, thus the check for attacking didn't go through, you wouldn't get the penalty? Sorry, I don't have any to check with.
