See title. Or is it because they are Guardian only that they haven't been moved?

Sisters of Mercy is a Catholic Women Religious Congregation, the spell itself is about healing, therefore is more likely to be a reference to that instead of the The Sisters of Mercy music band, which had none of its members die, thus would not be a memorialization.

The infosub mentions it is a tribute to Leonard Cohen.
And the in-game spell description is a quote from Leonard Cohen.

Since it is a tribute like the rest of the equipment released to memorialize a person, it does belong in that shop, and thus should be brought to the attention of the Devs, whether by PM or suggestion thread.
