I genuinely have no idea where to find this quest, and I desperately need it to complete the Mogloween questline. I know that it is accessible through Kara SuLema but I am unsure what I must do to access it. I have completed the Starcrossed quest in the Espina Rose questline but still can't find it. Is there something I am missing here?

Have you followed the location trail of the quest you're inquiring as provided in its forum page? If so an still not getting anything (which would be very unusual), please clear Launcher cache and recheck. If, on the other hand, that its quest button is greyed out, please complete the available Sulen'Eska quest/s that precede it.

That's just it, I follow those instructions exactly and my only options are the questlines for My Spot through Tea for Three, and A Petal Falls through The Golden Hand. All of which are greyed out for me. I'm not sure what quests precede these or more importantly Supply and Demand, sometimes these things are difficult to locate. Is there some event I must complete to unlock the Supply and Demand questline? If so, I'm not seeing any information on it.

Simple answer: You're looking way too far into the quest chain as SnD is a reimagine-type quest that replaced an older less concise quest early in the storyline in Sulen'Eska. As stated in the second possible trail:

Sulen'Eska -> Up -> Up Vortex -> Mritha -> Past Quests -> Kara SuLema -> Quests -> Supply and Demand -> Quest!
If you shortcutted via NPC Halda Sulji's "To Kara Button", the trail would instead be Kara room>Down>Mritha instead of Sulen'Eska>Up> Up Vortex>Mritha.
