Yes, the water and wind resistances decrease on a couple of the shields as compared to the next version down. This is because - in order to make the shield fully specialized - those points couldn't be spent on Ice on the lower version (Ice was already maxed for its level) but they had to be spent on Ice on the next version to continue maxing the Ice resistance.

In terms of in-game lore, it's simply that the higher-level shields are more specialized :-p
