I know I read that we are not allowed a custom avatar unless we are like staff of close to it, yet I see a bunch of "members" that have avatars that I can't find available in the pages where you pick your avatar. Unless I misunderstood I think I read where someone posted that they had just gotten their avatar approved. So am I missing something, or am I just not looking in the right place to find these others?

Custom avatars do require having a title.
About the person saying they got their avatar approved. You can make an avatar, submit it, and hope it gets approved. It just has to be related to an AE game.
For the ones you can't find you may just need to look in different areas or look harder.
