After the Boss Fight (Directions below), enter the room behind and go to the chest, you'll be able to gain access to the shop.

Directions to the chest: Entrance -> Up -> 2 Left -> 1 Up -> 5 Right -> 2 Up -> Defeat the Boss -> Up -> Go to Chest
