Toughest non-boss npcs?

What do you think are the 3 toughest non-achievement npcs ( excluding admin 11)?
My list is
1-Gamma guard: With amazing defense and high damage, I have to boost occasionally to beat him.
2-Electro hazard: unless you have very high resistance, it's difficult to beat him
3- Lawman: As a mage, he was really difficult, I could never beat him.

 Admin 12 crits like its his job to me so hes number 1
then Lv 28 Bio Hazard becuase hes so different from teh rest of the NPC's
finally Lawman

None of them are very tough if you have the right build of course.
1. Admin 12
2. Gamma Guard
3. Me

Lawman is easier than admin 12 for mercs.
Admin 12 is a pain in the you-know-what-what.

 1. Epic Wraith (A combo of Epic Pwnser's deadly strength, with my deadly support :P)
2. gamma Guard. He..is so annoying.
3. Admin 12.

 @MrBones Non achievement NPC's ;P

But uhmm... I guess you could say

1)Electro Hazard
2)Gamma Guard
3)City Guard

1st city guard lvl 1
2nd junker lvl 2
3rd junker lvl 3

i cant beat them :(

When you start a new game I cant beat the guard :(

1.Electro Hazard- I beat him once out of 3-4 tries.
2. Gamma Guard.
3. Lawman when he crits 3 times in a match. Otherwise, he gave me a lot of exp from lvl 30-33.

 Any high lvl npc that crits more than 2 times is considered tough, lol.
Anyway my vote goes to Gamma Guard, even though I've never tried but he looks hard. ))

1) selina try beating her when u r lvl 20 u cant even beat her she is nuts far worse than her father the lawman.

2)gamma guard his defense high very high i think he has 2 hybrid armor

3)bio hazard 28 he is hard if he start critting ya a zerk crit can easily do like 50+ dmg

for me no one is harder i have beaten all non boss npc easily with my same build and all all the boss npc using that build.

as i said try selina if u can beat her with non var weps and at lvl 16 btw selina is lvl 16 and if u can beat selina at lvl 16. at lvl 20 i find it hard to beat selina maybe u can beat her at lvl 21 but idk. selina is just plain hard. for a lvl 16 npc selina is OPED.

Agreed, I beated her at lvl 25 =,=" LARGE life big damage... xD She is really OPed for a lvl 16

I agree about Selina, I've tried to beat her from lvl 16-21 then I gave up. I then went back at lvl 23 & beat her...barely.

there is no #3. all the other npcs are incredibly weak

Gamma Guard, Admin 12, Lawman and ...Valery. Won't ever forgive her Multi-crit, Stun and Bezerk Crit.

@raj: it doesnt mean that if you are able to beat all npc it would instantly mean that they are just easy to beat.. sometimes it takes a lot of time and thinking to beat a strong npc.. which means that it wasnt that easy for a player to beat that npc..

You are right selina is hard for a level 20 but really all npc is easy for me.
