1. Hybrid Armor
2. Bloodlust
3. Shadow Arts
4. Reroute

With Bounty Hunter, just put Reflex boost and you pretty much have reroute..

The point of technical is to debuff the debuff though, it doesn't need to be high

now this is an hard decision because very passive had their strengths.

hybrid huge tank very op
blood lust is personally my Favourite passive because it's fun not boring like hybrid and if you are 5 focus tank it is really good
route is also very op giving you the ability to constantly use moves.
shadow arts is luck based who knows what will happen.

in terms of most strongest for all builds hybrid has to be 1st
2nd well bloodlust is very good
3rd route very clsoe to bloodlsut but i personally think bloodlust is a little bit better.
4th shadow arts because it is luck based and as most of you know i HATE luck.
