What I meant is that there's a big difference between holding back too much because you need to and holding back too much because you choose to. If he does actually need to hold back as much as he does to avoid destroying the galaxy then yeah, it is a weakness. It means that regardless how much energy he can potentially generate, he doesn't have the option to power up enough to actually beat his opponent. But if he could safely power up enough to beat his opponent but he still chooses to hold back then it really isn't a weakness at all. It's just a bad choice that he's been making up until now, but he could stop making that choice at any time. The way he worded it made me suspect that this is what he meant. But that's just my view. Some people might still see it as a weakness either way.
