What are the conditions for making/uploading a custom forum avatar?

NOW I can answer you're question. But sorry, only people with titles such as "Friendly!" or "Creative!" can have custom avatars. Sorry.

Only people who has forum titles/forum rank/forum groups/Admins/Moderators can have their own personal Custom Avatars.
For forum ranks groups and titles, please refer to this thread for some reading.

@Above
No, you don't have to be Helpful or some other etc titles just to have a custom avatar.
Title-seeking will not lead you there.

For example, Gingkage, that just answered you're question as well, has "Helpful and Friendly!" as a title. Now Gignkage can have a custom avatar. Er, and your second post may be deleted. Just a heads-up.

They don't need to have a custom avatar for earning the title, they just have the power to do so.

However, you can make an Avatar and suggest it to Seahawk, it must be AE-Related.
