not sure if this has been suggested or not before, so i just want to know can it be brought back for tactical mercs?

No it can't. When it was removed, it was either Smoke or Reroute. Devs went ahead with Smoke. They won't get it because classes cannot have passive EP/HP regen, debuff and passive Armor together.

oh. Well at least bring maul back that's not a debuff or anything like that so, or is that a skill they removed because of str abusers?
