How about it gives rage to the person it is used on?

Seems most fitting.


As in 100% rage when victim gets Will'd.

Simple, the user does not gain any rage on his rage meter when using this core. The same goes with the azrael bazooka when weakening shields.

This would only further OP the gun if used correctly.
Imagine:
Ch with Def Matrix on, opponent has a Psysical Primary, normally you would then use an Energy based attack as it ignores CHs passive armor.
But due to the insta Rage, opponent strikes, dealing nearly Zero damage due to the matrix = Rage wasted and back at 0% Rage.

Certain builds are designed to use Azrael's Will in order to defeat the enemy in three hits without them healing.. In my opinion it shouldn't do any damage at all! Or at least nerf its damage so that the enemy has a chance to heal, this would make these definite win builds combatable.

No, that's too much for the ones with the promo. By simply not giving the user rage, it prevents them from doing surprise rage attacks to their opponents or safe turn kills.
