Why is static charge unavoidable and unrageable?

I don't get why static charge would be unavoidable and unrageable, is there a good reason?

So you cannot abuse it with rage. Strength builds would have lots of fun with it, since you could: 1) Rage it, 2) Unblockable hit every 3 turns (or is it 4?), and 3) Stacking EP regen with rage.

If you want it rageable, they'd need to remove the unblockable part.

It wasn't unblock-able until recently.

And it was rageable until recently. It was made unblockable at cost of not being able to rage it.

Even with it unrage/critable it is still a free hit that doesn't cost energy.

This is one of those skills that are either overpowered or underpowered depending on your build. For example on a support/strength build w/ no dex it does way too much damage and gets too much energy back while on a dex build, you weren't going to get blocked in the first place and you just get really bad energy regen.
