Almost all rare cores that are implemented in rare items are not that "useful", and even the comparison you gave is somewhat false, for instance, frostbite as a core is better than frost shards since it costs less energy, but when we compare frostbite as a core within the rare weapons, it becomes useless, since all frost weapons have icy chill as a useless passive core that serves nothing in PVP. Solutions have been given to make such "useless-in-pvp" cores replaceable, but will not be deleted to maintain the identity of the item*, but that's another off-topic thing. There are also other examples where rare cores are usually coupled with useless-in-pvp cores, for instance Omega Override (A regular attack that reduces the target's highest base stat by 30%.) that is coupled with Baby Yeti Charge (Adds an extra 10 damage to the Omega Baby Yeti.). The only rare and useful cores you mentioned are useful because they are not coupled with another useless-in-pvp cores, plus the fact there isn't a mock version of them in-game. I would personally suggest the return of other rare cores (Omega Override, Chairman's Fury, etc..), in form of mocks, without the rare weapons, which will: A- Rare weapons will maintain their rarity, a rarity due to the look but also the unique core. B- Such cores will be useful, what's the point of bring back rare weapons with 1 useful core and 1 useless core? If they were good, you would see players who have them already using them. (Not the case for Massive strike and Chairmain's Fury.) Also, I would like to point out that my other suggestion* should be implemented in-game with ^ this suggestion, so rare weapons with coupled-cores become playable. This suggestion is not meant to add variety to game, since devs are lazy to make new cores, plus I don't think rare items' rarity will be degraded in any way if my 2 suggestions get implemented.
