The cluster spawns are a random rare wave.
(in my case, I have 1/4 characters with it)
There's no solid place to look for them, because it's random whether you get this rare wave or any of the other ones.
On another note, because today is update day, that means that defender's medals will stop dropping later today. I hope you got enough to upgrade what you want upgraded (if you haven't upgraded everything to max level yet)... because I haven't.

 Well after over 100 "explore" runs I have yet to find any rare spawns or cubes. Probably not that important. Lol. And I'm only lv. 46 on this account. I made a new acc back in 2016 and played for like a month and the computer got fried by a friend who was using it to download minecraft mods. My olds account was made in 2007 and I played for several years. But alas, I am behind the times now. Am excited to get back in to it full swing and catch up to the level cap.

Do rare waves even appear after the war reaches 100%?

Yep, they definitely still do, I've seen the two cluster wave after completing the boss fight.
