According to the wiki, the item compress the range of equipped weapon by 10%. So, I assumed it means the key will help against RNG.
After I got one from 'marsh madness', I've found it's actually not only compressing, but also reduces the damage: for example, Uragiri's is now 12-13

Is that a bug? A difference between the DC version and the free one? Simply my own misunderstanding?

That is just your misinterpretation. If we go by its terms

If shown in Key form, the currently equipped weapon will have its damage cut by 90%.
it is explicitly implying that the equipped weapon's damage will be weakened outright, so I'm not sure how you associated the syntax "damage" as "damage range".

Well, the description says:

If shown, transforming the weapon into a key will compress the equipped weapon's damage range by 10% (rounded up).

Hence the "damage range". Also, I'm not a native speaker of English. Let's just say that although my English skill are great, I have a lot to learn before I am ready to save anyone
