We limit custom avatars to certain people because otherwise the forums would be overloaded with even small images. Basically, because custom avatars put a strain on the forums, only a few members are allowed to have them. If you stay around and contribute to the forums by helping others and being friendly, you may earn a title and then a custom avatar, but again it's rare and people who intentionally look for titles usually don't get them. If you'd like to create an avatar for everyone to use, you're welcome to do so (see #11 in the FAQ). There are many programs out there that you can use to create an avatar; a simple Google search should come up with plenty of good ones. There is a section of the forums called The Gallery where artists of all kinds talk about and display their work. The friendly people in the Gallery Q&A section might be able to help you.
