The reason this is a problem is because offenses are barely effective now. Since tanking is now popular, this indirectly makes a BHs smoke really strong since tech is part of tanking. I think smoke, intimidate, and malf still need to scale more slowly per skill lvl. Like from lvls 1-6, it should take only 2 stat points, then just 1 afterward. It will make low debuffs about just as effective, but not as effective when they're high. This can be compensated by lowering the energy cost by 2.
