I dont think EMP should be nerfed or buffed. The only reason why EMP seems like it's OP is because you have about EVERYONE in the game with a focus build. A focus build immediately yields high technology and thus a stronger EMP grenade.
If you love the EMP and are frustrated w/ how ridiculous the cooldown is, it's actually fine considering the fact that hunters are the ONLY ppl who can use EMP grenades and the omega abilities do not require mana, just timing. Also, EMP feels a lot more accessible than say, atom smasher, for it is unblockable. At lower levels, EMP is like bringing a twig into a machete fight because at a low level, your stats arent as high and ur EMP grenade is much less effective.
