Tomes with a draw mana option have a stat % listed. Ex: Healing Branch
However no matter whether I turn off/off Celtic Wheel/Poelala, the mana restored is always exactly the same.
Is this a bug or an undocumented update to Draw Mana?

Also, Lightning Rod should have a 50% higher stat bonus to draw mana than typical tomes. Yet when I use it, it restores less mana than typical tomes. Is that a bug or undocumented update?

I have 250 Int before equipment modifiers.

Draw mana from tomes is based on a standardized cost not affected by any kinds of modifiers. For Lightning rod, it's always 392 MP at base.

To add on to what PD said, sometimes, when you Draw Mana, you will do a hit of damage. The stat % listed is for the damage dealt by the LS of Draw Mana (since you only deal damage on LS, and the stat damage solely comes from Luk). The MP you restore should be the same regardless of what tome you use. In fact, the info-subs you link yourself both stat Draw Mana heals 392 MP at level 150. If you're healing less with Lightning Rod, that would indeed be a bug, though I don't have the item myself to check.

Thanks. I was using different level Lightning rod from Healing Branch was the reason. I thought stat bonus could push the Lightning rod higher than the healing branch, but since you said that is only for lucky strike damage that explains it. So no bug.
