There is however a big difference in this case, DragonLord weapons have an expected number of hits being 2 hits (which can be very abused) and not capped at 4 hits like Aodh weapons (which share the same design here) while Taxing Cutlass does not have an expected damage type of design that the other one has (so the Healing is not based off an expected damage attack). So the inconsistency is that DragonLord weapons Healing is not capped at max of 4 Hits like Aodh weapons charging is and that it can also Lucky Strike.
