There's also new Tundra Reavers that drop the weapon in RA. They're at the same levels as the above, but the Lv54 and Lv144 ones don't get the Guardian bonus so:

Im assuming, due to its low random dmg and high base dmg that it gets (*85/82) damage boost and -3 BTH (or something like that) OR the damage boost seems to be due to a low proc special (barely occurring for me, so im thinking somewhere around ~15% or lower)

Little Tidbit: In armors like the FMS it has a reverse grip, and points downward through the body :P

Description: This dagger may look to be made of brittle leaves, but it is razor sharp and capable of slicing your foes swift as the wind! (Only available for October!)

Not quite getting what you're saying about the Control infliction, though.
Is it 27.57*(HitsConnected/HitsAttempted)% chance of one turn of Control?
Is it "Each connecting hit has a separate 27.57% chance of inflicting Control; all successful inflictions are then summed up for a <> turn duration"?
Either way, does the monster make a save (what stats?), or is the Control guaranteed every time the 27.57% kicks in?

Yes, it's two hits. Blame Kamui, he did the write-ups.

You have a base chance of (27.57*[# of hits connected] / 2 )% of attempting Control.
#If the mosnter's Energy resistance is greater than 100%, then you have a [resistance -100]% chance of the control lasting two turns.
#If the monster's Energy resistance is less than 100%, then you multiply the base chance by the resistance.

The monster makes a save:
Level: WeaponPowLvl vs MonsterLevel
Major: VirtualStat vs MonsterCHA
Minor: YourLUK vs MonsterLUK

If it fails the save, then the monster becomes Controlled (1 or 2 turns, Level = weapon PowLvl, 100% chance of not acting).

Energy-element monsters are immune to the control.

Virtual stat is equal to... um, instead of posting the formula, I'll just link you to the Nemesis Mace series. It has the same levels, so just use the same numbers.
