    Bio: Captain Frolgar is a good friend of Captain Rhubarb. He keeps on blathering on about the "Braken that took me leg", and now about the Sea Fiend who took his hand. He can't swim.

    Function: Gives you the Little Problems quest. Informs you about the Sea Squirts and destruction of Lolosia.
