Alright, for those of you just joining us here, Fal will no longer be giving us clues. We must dechipher this puzzle.

Aha! It's just a substitution, mixed up, perhaps? in other words, use letter frequencies to find substitutions, then unscramble?

The first word cannot be call, because A and F must be either "i" or "a". Thus, G cannot be "a".

I have an idea. The picture says "I could really use a hand?" Instead of a bad pun, maybe it's a hint! Try doubling each number.

Hm! Notice how there are 7 lines. On the 6th one down, with only 4 hands, at the far right there is another red spot. Maybe some hands are missing there?

We still need to know what to do with that.
It could be crucial in solving the hands mystery.

If it is actually a monoalphabetic cipher, then we would need to know the ciphertext alphabet of it...

Oh I had thought myself clever. That the WarpForce and the network could not trace my activity. Well I was wrong. They knew what I was up to all along. Naturally they cannot threaten me but the entire chain of information has been completely compromised and there is no saying for how long this has been going on. I have been I fear subject to at least some level of misinformation's far more wicked cousin. Black Propaganda abounds. For that reason i shall use said cousin as the Final key. I will continue sending what I uncover. These things however are but clues to what the greater see has to offer. The final puzzle shall employ security not via cryptography but via obscurity, like that spiny terran saurian. The vegetarian one.
