I think the message is referring to a much more important thing. Because it wasn't a base on the asteroids it was a ship remember?

I think this message directly refers to the hand of creation itself.

Actually I believe it was a fortress. The one where the Autarchs were meeting, or is that another one?
I think it could refer to the hand of creation, there'd be no need to encrypt a message about the fortress- a messenger could be sent back to Veld Valkan and from there to Lore, it's not that far.
