The Men in Tights Initiative


Introduction and Plot: Welcome to the future. After a brutal war that ended with the collapse of almost every major government in the world, and a nuke being dropped in the middle east, causing it and a portion of Africa to become inhabitable. Now only large empires and small city states remain, while some independent colonies dot the space in between. Science has not slowed, and continues to progress, finding such miracles such as a vaccination for the common cold, cybernetic limbs, and even new treatments for cancer. There are flyable cars, no forms of communication, and even robots, due to advances made in AI systems. There has yet to be a completely sentient AI, but signs show promise, and cybernetic limbs are still in development, though promising.

Over the past few years, as the governments became stronger, there has been an uprising of criminal activity. To counter this, it seems, the gods have graced the earth with superhumans; beings with extraordinary powers and skills. These super humans seem to vary in much the same way as normal humans; they're appearances, names, and M.O.s vary as much as regular humans. Some hide their identities behind masks, while some embrace their new identities, leaving their civilian lives behind completely, and even more hide their powers, fearing what may come of them. The governments have mixed reactions, ranging from blatant apathy, to the eradication of any superhumans under their jurisdiction.

Now, as the number of practiced criminals rise, organized crime takes hold of district after district of the city, super villains strike anywhere they want, the Federal Bureau of Superhuman Affairs has passed the "Hero Registration Act," more commonly known as "The Men in Tights Initiative," to try and quell the rise of these menaces to society. Only time will tell if government sanctioned superheroes will be the saviors of this state, or if the bureaucrats simply want another force to control the people...

Note: The NNY government strongly encourages individuals with superhuman abilities to register at your nearest law enforcement facility. Any superhumans found to be operating without formal sanction from the Federal Bureau of Superhuman Affairs (FBSA) will be prosecuted by the fullest extent of the law, based on their crimes committed.

Setting

This story takes place in the ruins of New York City, dubbed New New York. It is the capital of a large city state of the same name, that spans much of the New England territory. The city is built upon of the ruins of the old city, and much of the underground is now used as housing and street paths, while the above ground has been cleared away, or built upon of. Some buildings are nothing more than patched carcasses of the man made titans that towered above the city at some point. The city is much smaller than it's predecessor, and is split into six distinct areas.

The Industrial District: The industrial district sits on the mouth of the upper New York harbor and the entrance to the Hudson River. It is home to the warehouses, docks, factories, and other sights of industrial might. Much of the buildings are scavenged, rebuilt, or still standing from before the war. Sleek new laboratories can be seen dotted amongst the gloomy mixture of smoke stacks and brick buildings, and many a shady deal goes on here after dark. The docks are filled with sailors on shore leave, seedy bars and taverns, and even the odd fish market during the day. Murders, muggings, assaults, and theft are among the many crimes that are common place in the industrial district.

The Residential District: The residential district is where those of the middle class live. This district is filled with suburban type houses, and packed with apartments. Schools, hospitals, small grocery stores; everything needed for quiet family life can be found in this district, for those that are able to afford it. The residential district is the most common site of B&E and other types of theft, as they are known for comfortable living, but cannot afford the high security that those living in the Hills can.

The Hills District: Those that live in the hills are of the upper class; businessmen, politicians, celebrities, even mob families; they are nobility amongst the common folk. The Hills district is filled with grand houses, tall towers that could occupy kings and politicians. The most prestigious schools and universities are sighted here, and they are proud to be part of such a fine bred community. Only the most seasoned criminals would begin to think of committing crimes in the Hills District, as not only are the police active, but many of the residents posses some form of guards.

The Agricultural District: The agricultural district lies on the outskirts of the city, literally encircling the entire mass of it. It is made up of houses dotted in odd formations, farms, and suburban neighborhoods. It is generally thought that poorest of the poor live here, and in some cases that is true, as many of the ruins in this district sit uninhabited and uncared about. But many of the people are just as wealthy as those in the residential district. The agricultural district has the least amount of crime of the six districts, but also has the lowest standardized test scores, due to a low school attendance rate and a general attitude of making-a-living-through-hard-labor.

The Government District: The Government district sits on what used to be the island of manhattan, sharing the space with the Commerce District. The seat of congress, presidential residence, supreme court, and other bureaucratic institutes are located here. Security is tight in this district, as everyone present are either innocent civilians, or politicians too important to lose. The FBI and New New York Police both have headquarters in this part of the city.

The Commerce District: If there is anything to be offered in the city, it can be found in the Commerce district. Businesses, theatres, art centers, museums, shopping malls, farmer's markets, they can all be found in district. The only airport in New New York is also present here, as well as the Red Light Sector, which is home to all forms of vices and sins. Kidnapping, theft, and robbery are some of the crimes common in the commerce district.

The city is built in much the same style and manner as it's predecessor, though ruins can still be seen in a few of the less progressive areas. Tall buildings can be found in the Hills, Government, and Commerce districts, while tall smokestacks dot the Industrial district. The Residential and Agricultural districts have suburban neighborhoods, small houses, farms, and the odd apartment building. Each district is connected by a multitude of roads and above ground monorails, since the underground was converted into housing during The War.

Factions:


Note: Factions that characters can join will be dictated with an asterisk(*). All others are merely described for the sake of you not being lost in the story.
*Heroes: Heroes are super humans that have registered under the "Heroes Registration Act", and are formally recognized and sanctioned by the NNY Government. They benefit from official amnesty on crimes committed when in costume, except for murder, at the cost of sharing their true identity with the government, if it is not known by the public already, as well as taking direct orders from the current president, Hallum Stern, and the chairmen of the Federal Bureau of Superhuman Affairs, an ambitious man by the name of Gerard Martins.

*Independants: Also known as Cowls, Renegades, and the Troubled Children, the Independants are superhumans that refused to register with the FBSA, and as such are wanted by the government. Most tend toward vigilantism, but commit crimes, often claiming it to be for the greater good. They often tend towards darker methods, such as interrogation, assault, stalking, even murder, to claim their goals. Some stay on the right side of the law, and are often left alone as long as they stay on the right side of law enforcement. Anyone who is an independent has at least one warrant out for their arrest.

*Villains: These include anyone who uses their powers to commit crimes, to harm others, or to actively work against the NNY government. These individuals are regarded collectively as evil. The FBSA publishes a monthly list of known supervillains, their aliases, powers, and even their real identity, if it is known. Villains may work in groups, or as individuals, and their goals range from self benefit, to the destruction of all things.

*FBSA Operatives: With the launching of The Hero Initiative, the FBSA thought it fitting to form it's own task force. The force is relatively small so far, and is made up of top law enforcement recruits, equipped with the best technology government money can provide, as well as hand picked individuals from the Heroes factions. The task force specializes in the bringing in of Independents, as well as combating Villains. There are rumors of FBSA Operatives killing Heroes that may have become to free thinking at points, though this is spouted by anti-government conspiracy theorists, especially in the wake of the "Frenzy Incident," which left a large group of heroes dead, who had seemingly gone beserk in an isolated part of the Upper Hills District, and had to be put down. By whom is still unknown.

Government: This faction should be self explanatory. This includes all congress, judges, politicians, and law enforcement operatives.

Mafia: I shouldn't even have to type anything for this. Think the Sopranos.

I'm sort-of interested, but the whole "no villain characters" thing is really limiting what I can do. That and that this RP seems to be pretty non-cannon to the rest of the site, meaning I probably wouldn't be able to carry over how this RP effects a character into another thread if I wanted to.... Maybe I can make something work because I like the superhero genre, but I'll have to think it over for a bit.

Sorry, I thought I had put Villains as a playable faction. Fixed that.

And as far as I understand, RPs can be non-canon. I didn't really design this around any sort of canon. I just found the idea, I liked it, and went with it. Besides, we need some variety around here, not that fantasy is a bad genre.

Age:28

Race: Symbiote

Appearance: Standing at 5'9, On the streets you'd see him dressed in a business suit. He typically wears a fedora hat and a business jacket. He sports sunglasses and has a rather young looking face. It's clear from his appearance that he works out because you can see muscles here and there.
His hair is a silvery gold color and his eyes are of a midnight blue.

Powers: He can metamorphose his body to resemble others, (like wearing makeup on the face and the symbiote alters the shape of the body.) He likes to use guns and fire. But can also use his hands to form things like claws, stabbing apparatuses, axes, etc (think in terms of Carnage or Venom) He has the ability to swing with aid from the symbiote and can shoot webbing but the range of the webbing is only thirty to forty feet if going up, or about 20 feet side to side. semi-regenerative healing due to symbiosis.

Abilities:Athletic and agile. Works out on a daily basis. Typically this consists of a morning jog/run, followed by fifty push ups/pull ups. He also has been known to go to the gym on occasion.

Weakness:Sonic soundwaves do the most harm to him. He doesn't mind fire. But sonic sound waves are extremely painful to him.

Personality: Calm, calculative, may choose to back out of a fight if certain conditions are present, such as if he's not in the mood, or if he was already previously hurt. Can sometimes go crazy (specifically when fighting).

History:Growing up on the streets, he was practically a starving nobody until one fateful night an asteroid crash landed and a mysterious substance made its way out. Needing a host. The bond between Symbiote and man was made. He went through school and has a degree in some of the molecular sciences division. Secretly, he works for the mafia. So any time they need somebody taken out, they call on him. His mother and father are dead after their visit to Africa was snuffed out. He chose not to register with the HRA because it seemed highly suspicious. After all the government previous tapped phone lines and internet. Now, here was another way to bully others into doing what the government wanted. Rex didn't appreciate that and so he pays attention to the news on the street, or the reports on T.V. or via newspapers.

He's willing to work alongside other villains, if the mafia chooses to include them. Or, if the pay is good. He got the name "Master Beast" after a reporter saw him change before she died. (She fell off a cliff) He's sometimes called the Killer wolf because some people (at least rumors) have said that he comes out like a wild animal and slashes much like a killer wolf.

I've always had the idea of some vigilante character, but I cannot think of a name, other than 'Agent 6'. This character is a former soldier who utilizes a skin-tight suit that gives him enhanced strength, reflexes, and speed. His main choice of weaponry is guns, but he's also a capable martial artist. In some revisions, Agent 6 has repulsor boots that function similarly to jetpacks. He would fit well as an Operative, or an Independent. I just need time to think.

Oh, and if possible, he'll need some sort of contact: an intelligent and clever woman who helped build his suit, as well as provides him with unique weapons, guides him in his missions, and so on and so forth.

EDIT: How about someone who is unaffiliated with the others, but often works with others to accomplish his own needs? He's after someone, and will do whatever it takes to bring them to justice.

TJ, you're describing an independant perfectly. They're less of an organized group, and more of a category non-registered superhumans, who aren't out blatantly committing crimes like a villain would, is grouped into. Independents aren't required to answer to other independents, but they are more vigilantes and superhumans with their own agendas.

@Tj, it sounds like your kind of describing Tony Stark in a way.

One would think that spawn and ghost rider would fit that category but their more or less demon-based.

I can't recall the name, but I remember seeing an unde-. ah yes. The comic world where all the super heroes of the world are now zombies.

@DNW: And how so? The Vigilant Armor isn't a suit of armor like Iron Man's armor. It's not metal; it is like a fabric of sorts, with synthetic (non-metal) material. The only thing that is anywhere close to Tony stark is the repulsor boots, but those can easily be replaced with glider-wings.

@Deth Most races are allowed, as long as you can justify it. I'll allow just about anything, since hero origin stories are normally varied. Aliens, mutations, whatever you want. I'll let you know if it's not okay.

The way I was reading the description, the synthetical fibers reminded me of something you'd see in stark labs.

I would liken the mechanism to Bruce Wayne tech. If you watch, I think it is the third Nolan Batman film, Bruce puts this knee brace on that lets him kick very hard (and walk better). The suit works like that, but it has that mechanism at other joints.

Alias: Black Percher

Age: N/A(Looks to be 15 but is much older)

Race: Human/Immortal

Appearance: Blane has silver shoulder-length hair and blue eyes. Because she stopped aging at the age of 15, Blane is quite short, reaching only 149 centimeters(4'9) and lacks much of a bust size. Over a gray, cloth shirt, Blane wears a white and teal jacket. The hood and shoulder areas of the jacket is lined with fur. She also wears dark brown, baggy cargo pants that reach to her knees and slipper-like, strap-on shoes. On Blane's right wrist is a watch that can act as a holographic, web-cam communications device.

Powers: Natural Manufacturing and control of contagions.

Abilities ( basic self-defense boxing, fast learner, knows biology and anatomy fairly well because of her power.

Strengths: Blane's power has turned her body into a manufacturing plant that produces and stores 5 different kinds of diseases, each with their own potency and use, through an organ that has grown in her body. Her most well-known and infectious disease is dubbed, 'C03' or cotangent3. This airborne virus masses together to form a cloud which seeks out life to infect. Contracted through the respiratory system, the symptoms causing
swelling of the lungs and esophagus, making one die from suffocation. Another is contracted through touch. A skin disease who's bark is worse then it's bite. Spreading on the surface of one's skin it racks the whole body with intense pain and discomfort, but can't kill a person. It's main purpose is to act as self-defense against unwanted approaches or use in torture/interrogation. Blane's other three have yet to be seen and as such, no information is had.

Weaknesses: Blane's most obvious weakness is that her diseases can't infect something that they can't come in contact with( ex. hazmat suit), or can't be killed with infection( ex. undead). Blane's biggest weakness however is her own body. Her Immortality is much like an elf's; Blane is un-aging but not undying. While normal injuries or a broken bone will heal without a problem quicker than a normal human's would, receiving fatal wounds will kill her the same as it would a normal person. However, not many people are able to get close to her with ill-intent. She must also stay in one spot while she is mutating her viruses.

Personality: Normally quiet, Blane can fare up at a moments notice, and sometimes for the simplest of things. It's during these times that her quiet self gains the mouth of a middle-aged sailor. Most consider Blane sadistic because she tends to watch those infected with her viruses with a smile, but in truth, it's not the pain of others she enjoys seeing, but instead she has a love of watching and studying her diseases at work and strengthening them later based on her findings. Blane is always eating because manufacturing and mutating consumes a great deal of her energy, so she must constantly replace it. As such, some sort of food is always seen on her person. While Blane is mutating one or more of her viruses, she stays in one spot and 'loses' most if not all personality. Even going as far as not replying to those speaking to her and staring off into a fixed spot. This is because it takes almost all of her consciousness to properly create and write the DNA of the virus and keep a flaw from appearing that could kill her as well. Blane is normally found in the Government and Commerce Districts.

History: When the Hero Registration Act passed, Blane was one of the first with powers to sign up. It wasn't long before that, that she was enlisted into the FBSA Operatives taskforce due to the potential that her powers had to offer. From then and now, most of her tasks are solo missions that involve thinning out groups of mafia and other organized crime that has gotten to big. However there are times that she is has been tasked with taking out villains and independents, as well as being paired with others on the taskforce to take on big projects. Not much is known about Blane's life before she joined the Act. Rumor has it that she been alive for much longer and has been staying in the shadows. This is supported by the fact that Blane knows things that most kids her appearance would never learn about, though doubters to these rumors say that she simple could have learn these things in books. Until Blane tells the rest of the world her true age, only her employer, Gerard Martins will know.


I'll be working on a post that explains the organ in Blane's body, unless you'd like it if I do that IC instead.

Got everything except for the appearance so far. I think it might be a good idea to just put up what I have right now and just edit the appearance in tomorrow because it's pretty much completely done and I had a lot of fun writing the rest of this, lol.


Real Name: Eric Bastion
Faction: Independent (even though his identity is obvious)
Alias (If any): The Dicer, Mr. Bones, CubeLord (mostly calls himself that), That One Undead Guy. Usually referred to as The Dicer.

Age: 24
Race: Human Undead
Appearance: The Dicer is nearly 6 feet tall with a body that looks like any normal skeleton. As such, he doesn't have many defining features other than his dental records. Since he doesn't have any real ways to show emotion with his face, The Dicer, Mr. Bones, usually resorts to overly exaggerated gestures to show how he's feeling.

For his outfit, The Dicer wears a fine black tophat on his head. His chest has a white sleeveless shirt on under a black sheet of metal folded to go around his torso and hook together in the front, resembling a black suit with round metal shoulder pads attached. CubeLord, himself, refers to this outfit as a 'suit' of armor. His upper arms are mostly the exposed armbones while his hands and lower arms are covered with a pair of large black gauntlets. Each one seeming bigger than it should be to be practical. The Dicer's lower body is covered with a pair of black pants with black sneakers that slightly throw off his theme. Usually, he carries at least one dice in his right pocket in case someone manages to somehow negate his dice-forming ability.

Powers: Dice creation, Dice control, mild control over Dominos. Can charge dice with his energy. Every charged dice that hits a person or something their wearing or wielding randomly increases their 'Dice Counter' by 1-6. If a person's Dice Counter reaches 21, enough of his energy will be on them to treat that person as a dice and allow him to throw them around with his mind.
Abilities: Quick to come up with plans, rarely gets tired, dexterous enough to finish a one-player game of Candy Land while riding a motorcycle at approximately 40 mph (don't ask)
Strengths: Attacks are wide and varied, effective against people who rely on armor or shields, undead body is not effected by poisons, looks intimidating to criminals
Weaknesses: Getting two charged 1s at the same time de-summons all dice and resets the Dice Counter, dice are not highly efficient weapons, wind powers can cheat his system by forcing charged dice to land on 1, healing abilities will de-stabilize his undead body, appearance scares small children, SOMEBODY has to clean up the dice after a battle!

Personality: The Dicer is egotistical to a fault. When push comes to shove, though, he will put his ego aside and do the right thing. Overall, being a hero is more of a joyride for The Dicer than anything else. He's into it more for the fun of being a superhero than he is for actually helping people and making a difference against villainy. But if somebody is in need of help or under attack, The Dicer will be there to try and save them within the limits of his dice-based abilities. The truth of the matter is that, at the end of the day, The Dicer knows perfectly well that he's not the most heroic person so he's chosen to avoid getting involved with registration and the potential problems associated with having to deal with following orders and acting as part of the group. He wants to do what he wants to do how he wants to do it at his own pace even if the FBSA makes things more difficult.
History: Eric Bastion, age 19, was a typical, everyday, wannabe reporter who spent his days tracking down information on the mob in hopes of getting a job working for the local news corporation. He laughed, loved, and generally enjoyed not being dead. But then everything changed one day in the month of April when Eric Bastion, age 19, skipped class to try and get involved with an infamous superhuman known as Grim Scythe who was rumored to have connections with the mob... whom they were also rumored to be meeting up with that night! Acting quickly and using his skills to the best of his ability, Eric Bastion, age 19, managed to follow Grim Scythe to a nearby game shop. Eric Bastion, age 19, watched hidden behind the board games section as he witnessed Grim Scythe confront some mob goons but, unfortunately, at that moment Eric Bastion's cell phone rang! In a panic, the mobsters opened fire through the board games blasting dice and cards everywhere as Eric Bastion, age 19, was riddled with bullets before the mobsters ran away! It was at that moment that Grim Scythe seemed to take pity on the quickly dying young reporter and, using their powers over life and death, Grim Scythe managed to bring back Eric Bastion as an undead before leaving.

However, upon being revived, something strange happened. Somehow, part of Grim Scythe's power managed to awaken Eric Baston, age 19,'s own hidden abilities. Desperately searching for a substance to cling to, Eric's abilities latched onto the simple blood-soaked dice that had been scattered around his body. Transforming the previously powerless amateur reporter into Mr. Bones, the CubeLord! Master of the ways of the Dice and destroyer of evil! A being who's very DNA is (probably) one with the Dice itself... assuming Undead even still have DNA or if they do if it can even be measured or...... Whatever, point is, that's just his power. Now, The Dicer CubeLord roams the streets in search of Grim Scythe, determined to find the superhuman who saved him while keeping his fairly obvious secret identity hidden from the forces of the morally grey FBSA and attempting to take on the Mob!

He. Is. The Dicer!

Age: Appears 23, is actually 71 years of age.

Race: Superhuman

Appearance: Richard is 5' 11", with shaved down brown hair, and small scars upon his face. He has a lean build, and is of a semi-muscular body type. He notably wears a dark grey trenchcoat, buttoned up to his collar. Black military fatigues and combat boots. He keeps a special longsword designed to be used while his powers are active strapped to his back in a grey sheath, and carries 2 M1911 .45 caliber pistols on his hips for ranged combat.

Powers: Richard's powers stem from his emotions. When he feels any emotion strongly enough, his powers activate, giving him enhanced speed, strength, toughness, and regeneration. Notably enough, his powers activating also removes his avid schizophrenia, giving him a distinctly solemn, sane, and grim personality. He has one power that does not stem from emotions, however, and that is his highly extended lifespan. He is 71 years old, but maintains the appearance and body of a 23 year old male.

Abilities Richard is a highly skilled swordsman, notable for wielding a sword built for one hand in both hands to enhance damage possible. He is also a skilled marksman with pistols, capable of using two at once with no loss to accuracy. He is also skilled in the martial art of Jeet Kune Do, and when asked, has stated he learned it from Bruce Lee himself.

Strengths: His insanity can throw opponents off-guard, leaving them unprepared when his powers activate. He is meant to take the place of a frontline fighter, protecting those who cannot protect themselves.

Weaknesses: His weakness is that he must maintain the emotion that triggered his power, at the same severity in order to maintain the power. If his emotional state changes or lowers, his powers will cancel themselves temporarily, leaving him incapacitated until his body recovers from the sudden shift. The recovery can last anywhere from 20 minutes to over an hour. During this state of recovery, he is in a state of unconsciousness, and will murmur random things in his sleep.

Personality: Richard is most well known among the heroes for his rampant insanity when not under the effects of his powers. This can make people off put or highly uncomfortable around him, as he is utterly random and unpredictable when in this state. He is generally harmless while insane, and has yet to harm an innocent. He is also known for giving nicknames to people he meets and interacts with when in this state. Richard channels his powers in a strange way. Since he is under the effects of the insanity when channeling his powers, he chooses to channel a random emotion before each battle. For example, he may stare at a beautiful flower to channel happiness, or the effects of the crime to channel anger. When under the effects of his powers, Richard is much more grim and serious, with the insanity disappearing, and a darker personality taking over. He has been known to beat criminals within an inch of their life, only stopping short of death to prevent himself being charged with a crime. When fighting, he always fights with his weapons for incapacitation purposes, then uses martial arts to knock the foe unconscious for easier transport and capture.

History: Richard was born in 1944, and was initially raised with that mindset in mind. During his childhood, he was often found beating up those who picked on smaller or weaker kids, regarded as a protector from bullies. In his teen years, his father was sent to Korea, when the U.S. became involved in the war there. He admired his father for doing this, and became an avid supporter of the U.S. in it's fight against communism. When he turned 18, he enlisted in the U.S. military. He served for three years, stationed in a state-side base, before the U.S. commitment of ground troops to Vietnam happened. Rather than being immediately sent in, like most other troops, Richard was chosen for a special project by the military. The project was codenamed 'Project Zealot', and was intended to manipulate the adrenaline levels produced by anger and fear in the human body, in order to create a super-soldier for the war. The project worked too well, however, instead enhancing the abilities of the body whenever any emotion was felt strongly. This would've been fine, if it weren't for the unfortunate side effect. Richard was made clinically insane by the project, and discharged by the military as useless for the war. Richard, having lost his career, wandered the nation, learning skills he felt would service him at some future point, such as his martial arts and sword fighting abilities. He never noticed the immense passage of time, and that he seemed never to age. It was only as the world began to modernize at the dawn of the 21st century, did he notice. This bore little effect on him, as he had no one close to him to miss. When the great war came, he offered his services as a mercenary to whichever side payed the most for a particular battle. When it came to these battles, the force he aided never lost, giving him a reputation. When the war ended, and the various governments collapsed, Richard headed to New New York, in an attempt to settle down. However, this would not last, as the government issued 'The Hero Initiative', ordering all superpowered humans to register with the FBSA. Richard complied, if only to ensure his own safety.
